Teeba Press concluded its legal and intellectual symposium, titled **"Justice Institutions… or a Guillotine for Victims?"** on Sunday evening, November 23, 2025. Held in Kampala, the event brought together legal experts, activists, and members of the Sudanese community to discuss the role of judicial institutions amidst the ongoing war in Sudan. The symposium featured Ms. Rehab Mubarak Sayed Ahmed, lawyer and member of the Emergency Lawyers’ Executive Office, who reviewed the nature of crimes and violations committed in El Fasher, En Nahud, El Obeid, and Khartoum. She detailed documentation methodologies and the role of lawyers in protecting victims' rights despite worsening security and humanitarian challenges. Mr. Mohamed Al-Numan, legal expert and Senior Fellow at the Public International Law and Policy Group in Washington, provided an analytical reading of the international legal framework. He addressed developments in the 38th session of the Human Rights Council, explaining how certain resolutions—particularly those challenged by the Port Sudan government—have impacted opportunities for accountability and justice. The discussions covered the responsibilities of the warring parties under International Humanitarian Law, the future of justice given the collapse of official institutions, and the challenges facing human rights actors in preserving evidence. It also highlighted the role of the Sudanese diaspora in supporting accountability efforts.
